MTCSC utilizes systems engineering methodologies that include structured analysis/design and object oriented analysis/design as appropriate to a given problem domain. System design studies typically address man-machine interfaces, hardware and software interfaces, performance analysis of internal and external data communications network interfaces, assessments of reliability and vulnerability requirements, common user tools sets, database requirements, field design, boundary conditions, error processing, database integrity, information flow, conceptualizing of algorithms for system to system data distribution and fusion, and message dissemination.


Software Engineering

MTCSC identifies, defines, designs, codes and verifies the required characteristics of the resultant software. MTCSC will check and monitor the functionality, reliability, maintainability, availability, testability, ease-of-use, portability, and other attributes, for the design preparation and technical specifications. When all the above is implemented properly, we will do the testing of the software to make sure we meet the requirements requested, by our customer.

MTCSC applies procedural programming techniques and/or object oriented analysis, design and coding as applicable. Software is developed under rigid configuration control using modern tools. Software development is provided at the embedded and system level for a wide variety of operating systems (e.g. UNIX, Windows) and languages (e.g. assembly, C/C++, C#, Java, Python and .Net).


Test and Evaluation Engineering

MTCSC's test engineering services include test planning, test requirements development, test specification, test procedure development, test witnessing and conduct, test results analysis, and test reporting.

MTCSC's testing methodology applies a logical progression from comprehensive test planning, to test specification and procedure development, and through test conduct and analysis. Requirements decomposition is used to develop detailed, testable performance requirements, and requirements tracing is used to verify testing of all requirements. Measurable evaluation criteria is established as part of the test preparation to ensure that results can be quantified.
MTCSC software engineering expertise has been applied to such major programs as AEGIS, UFCS MK 116 MODs 1-4, ASWCS MK 116 MODs 4/5/6, and ASWCS MK 116 MOD 7.


Program Management Support

MTCSC program management competencies cover all facets of the DoD acquisition management environment and associated processes/policies. MTCSC provides program management support services including program planning, Plan of Action and Milestones (POA&M) development and tracking, budget development and tracking, contract performance criteria specification, technical meeting support and reporting, and program strategy development.

MTCSC provides personnel to Marine Corps and Navy Program Offices that are intimately familiar with DoD acquisition policies and requirements, as well as the processes by which DoD acquisition organizations execute those policies and requirements. MTCSC has an in depth knowledge in designing system life-cycle support plans and bringing those plans to execution.

MTCSC personnel are often involved with assisting the government customer with formulating specific technical requirements and drafting the necessary requirements documentation. Furthermore, MTCSC is involved in every aspect of program management throughout the life of the program, including documentation, tracking policies and decisions, briefing support, training, finance/budget, logistics support, configuration management, disposal, etc.

  • Integration and Program Support Services for the Program Manager for Intelligence Systems, Marine Corps Systems Command

MTCSC provides program management, systems engineering and facility support to the Marine Corps Systems Command (MCSC) Program Manager for Intelligence Systems (PM Intel) for more than 20 tactical Marine Corps Intelligence and Communication system programs. The majority of support is provided in Stafford, VA through our 60,000 sq. ft. Integrated Team Solutions Facility (ITSFAC). 

  • Engineering and Technical Support Services to Program Executive Office for Integrated Warfare Systems

MTCSC provides direct program and engineering support services to the Program Executive Office (PEO) for Integrated Warfare Systems (IWS). MTCSC supports the planning, management, and direction of system engineering tasks associated with the acquisition, pre-planned product improvement, engineering change, testing, and system integration of combat system elements into surface ships. MTCSC personnel provide detailed engineering analysis and recommendations to PEO IWS 1.0 management. Our personnel participate in Navy Review Team activities and other Program and Technical Reviews dealing with acquisition and integration of combat systems elements.
